A contract with Petróleos de Venezuela needs two things that until yesterday did not coincide: permission to sign it and someone cleared to put pen to it. The permission has been assembled license by license since January 2026: who contracts, under which law, through which account the money moves. The signature was missing. The office representing the state company may sit on the sanctions list, and that stalled the contract in its last box. Yesterday's license authorizes that signature, and in the same text places the Delaware structure's corporate governance out of reach. One question no license answers remains: the mandate behind the counterparty's signature. The interim presidency rests on a January precautionary ruling by the Supreme Court; the constitutional window closed on July 2; on Monday eight organizations asked for an electoral calendar. The delegation now able to sign spends the week in Houston, at the G20 ministerial that closes Wednesday. The test will be the first contract and the office held by whoever signs.
The count did not move with yesterday's license because it was a one-for-one replacement, and that is the indicator's trap: the number of permissions measures authorized surface, not content. Between GL 52B and GL 52C lie two paragraphs that decide whether a contract can close. Anyone tracking the regime by the count will see a plateau where there is movement.

It adds a paragraph (c) authorizing transactions ordinarily incident and necessary to the execution and signing of contracts by blocked individuals, solely in their official capacity as officers, employees or authorized representatives of the state company. The exclusion on dealing with the Specially Designated Nationals list remains, now headed by 'except as authorized by paragraph (c)'. A second addition places out of reach any transaction altering the governance of PDV Holding, CITGO Holding or CITGO Petroleum.

Since the state company's contracts are signed by whoever holds authority to represent it, the signature worked as a plug in the last box of the process. The permission reaches the act of signing, not the relationship with the signer, which remains excluded a few lines below.

Its spokesman is Noel Álvarez, a former president of Fedecámaras, the confederation grouping the country's business chambers, alongside former Táchira governor César Pérez Vivas, former legislator Richard Blanco and political figure Eustoquio Contreras. The platform asks for a presidential election calendar and four specific conditions: an impartial National Electoral Council — the body that runs the vote — an updated and reopened electoral roll, annulment of the administrative bans on political figures, and restored legal autonomy for parties. It also declares its support for María Corina Machado as a candidate.
