A contract with Petróleos de Venezuela needs two things that until yesterday did not coincide: permission to sign it and someone cleared to put pen to it. The permission has been assembled license by license since January 2026: who contracts, under which law, through which account the money moves. The signature was missing. The office representing the state company may sit on the sanctions list, and that stalled the contract in its last box. Yesterday's license authorizes that signature, and in the same text places the Delaware structure's corporate governance out of reach. One question no license answers remains: the mandate behind the counterparty's signature. The interim presidency rests on a January precautionary ruling by the Supreme Court; the constitutional window closed on July 2; on Monday eight organizations asked for an electoral calendar. The delegation now able to sign spends the week in Houston, at the G20 ministerial that closes Wednesday. The test will be the first contract and the office held by whoever signs.

    On September 10 we focused on who signs for Petróleos de Venezuela, prompted by a Wilmington attorney's appearance in the Delaware docket, and set as indicator whether the U.S. Treasury would issue any authorization enabling representation.

    Four days later the agency authorized the signature, though through another door and for another board: GL 52C enables blocked officers to sign commercial contracts, and in the same text expressly excludes transactions altering the Delaware structure's governance. Representation in the litigation remains untouched.
