Scope

Authorizes the supply from the U.S. or by a U.S. person of goods, technology, software or services for exploration, development, mining, extraction, processing, refining and production of minerals —including gold— in Venezuela, via CVG Minerven. Does NOT authorize forming new mining joint ventures. Supersedes GL 54.

  • ·Formación de NUEVAS empresas mixtas u otras entidades en Venezuela para explorar, minar, extraer, procesar, refinar o producir minerales
  • ·Permutas de deuda, pagos en oro, en criptomonedas o en el petro
  • ·Operaciones con personas de Rusia, Irán, Corea del Norte, Cuba o China, o en empresa mixta con ellas
  • ·Desbloqueo de bienes bloqueados; operaciones con buques bloqueados

Conditions

  • ·Todo contrato con el Gobierno de Venezuela o la entidad cubierta debe estipular que (i) se interprete bajo la ley de un estado o jurisdicción de EE.UU. y (ii) las disputas se resuelvan en EE.UU., Reino Unido, Francia o Singapur.
  • ·Cualquier pago monetario a una persona bloqueada —salvo impuestos, permisos o tasas locales— debe depositarse en los Foreign Government Deposit Funds (cuenta bajo custodia del Tesoro de EE.UU., E.O. 14373 del 9-ene-2026) o en la cuenta que indique el Tesoro.

OFAC emitió la GL 54A el 10 de junio de 2026, reemplazando a la GL 54. Autoriza el suministro de bienes y servicios para toda la cadena minera venezolana —exploración, extracción, procesamiento y refinación de oro y minerales— pero prohíbe expresamente formar nuevas empresas mixtas.
Implication
Permite a proveedores y operadores de servicios mineros estadounidenses reactivar la cadena del oro venezolano sin necesidad de constituir sociedades nuevas con el Estado. El veto a nuevas empresas mixtas y la exclusión total de China fijan el límite: se autoriza servir a la operación, no crear estructuras de propiedad nuevas con el Gobierno.

General License No. 54A — Authorizing the Supply of Certain Items and Services for Minerals Operations in Venezuela

(a) Transactions ordinarily incident and necessary to the provision from the United States or by a U.S. person of goods, technology, software, or services for the exploration, development, mining, extraction, processing, refining, or production of minerals, including gold, in Venezuela, involving the Government of Venezuela and CVG Minerven, are authorized, provided that (1) contracts specify U.S. governing law and dispute resolution in the U.S., U.K., France, or Singapore; and (2) any payment to a blocked person is made into the Foreign Government Deposit Funds (E.O. 14373).

(b) Does not authorize: non-commercial payment terms, debt swaps, payments in gold, or digital-currency/petro payments; transactions involving Russia, Iran, the DPRK, Cuba, or the PRC, or a joint venture with such persons; unblocking of blocked property; blocked vessels; or the formation of new joint ventures or other entities in Venezuela to explore, mine, extract, process, refine, or produce minerals, including gold.
