Scope
Authorizes the provision from the United States or by a U.S. person of goods, technology, software, or services for the exploration, development, mining, extraction, processing, refining, or production of coal or minerals —including gold— in Venezuela, in transactions involving the Government of Venezuela, Carbozulia and CVG Minerven. As of September 2, 2026, coal enters the same perimeter that already covered gold. It authorizes supplying and maintaining the operation, not forming joint ventures to exploit it. Supersedes GL 54B.

- Fact
- El 2 de septiembre de 2026 OFAC emitió la GL 54C, que reemplaza a la GL 54B del 27 de agosto. Extiende al carbón la autorización de suministrar bienes, tecnología, software y servicios para operaciones mineras en Venezuela, y nombra a Carbozulia junto a CVG Minerven. El párrafo (b)(5) sigue sin autorizar la formación de nuevas empresas mixtas, y los reportes a State y a Interior siguen venciendo cada 90 días.
- Implication
- Esta es la licencia que permite que un proveedor estadounidense venda equipo y servicio a una operación carbonífera venezolana. Autoriza sostener y reparar lo que existe; no autoriza asociarse para levantar capacidad nueva. Para el proveedor la pregunta operativa no es si puede vender, sino a quién factura y por dónde cobra: el pago a una persona bloqueada sigue teniendo que pasar por la cuenta de custodia del Tesoro, y cada 90 días hay que declarar partes, valores y tasas pagadas al Gobierno de Venezuela.
- Indicator to monitor
- Si aparece una licencia que autorice producir —hoy el carbón queda en el mismo punto que el oro: se puede comerciar y abastecer, no extraer—. Si Carbozulia recibe un anexo nominal de empresas autorizadas como el que la GL 50C mantiene para las seis petroleras. Y el primer contrato contingente que se firme bajo la GL 55A, que fijará la plantilla del resto: qué foro elige y con qué condición suspensiva.

General License No. 54C — Authorizing the Supply of Certain Items and Services for Coal or Minerals Operations in Venezuela
(a) Transactions ordinarily incident and necessary to the provision from the United States or by a U.S. person of goods, technology, software, or services for the exploration, development, mining, extraction, processing, refining, or production of coal or minerals, including gold, in Venezuela, involving the Government of Venezuela —including Carbones del Zulia S.A. (Carbozulia) and CVG Compania General de Mineria de Venezuela CA (Minerven)— are authorized, provided that (1) any contract requires dispute resolution proceedings to occur in the United States, the United Kingdom, France, or Singapore; and (2) any monetary payment to a blocked person, excluding local taxes, permits, or fees, is made into the Foreign Government Deposit Funds (E.O. 14373) or any other account as instructed by Treasury.
Note 1. Authorized transactions include processing of payments, shipping and logistics, chartering vessels, marine and P&I insurance, and port and terminal services, including with port authorities that are part of the Government of Venezuela. Paragraph (a) also authorizes transactions for the maintenance of coal or minerals operations, including the refurbishment or repair of items used in them.
Note 2. See Venezuela General License No. 30B for an authorization for transactions ordinarily incident and necessary to operations or use of ports and airports in Venezuela.
(b) Does not authorize: payment terms that are not commercially reasonable, debt swaps, payments in gold, or digital-currency/petro payments; transactions involving persons of Russia, Iran, the DPRK, Cuba, or the PRC, or a joint venture with such persons; the unblocking of blocked property; transactions involving a blocked vessel; or the formation of new joint ventures or other entities in Venezuela to explore, develop, mine, extract, process, refine, or produce coal or minerals, including gold.
(c)–(d) Any person operating under this license must report to Sanctions_inbox@state.gov and ofac_intake@doi.gov —ten days after the first transaction and every 90 days thereafter— the parties involved, the goods, technology, software or services involved including quantities and values, transaction dates, and any taxes or fees paid to the Government of Venezuela.
(e) Effective September 2, 2026, General License No. 54B, dated August 27, 2026, is replaced and superseded in its entirety by this General License No. 54C.
