Scope

Authorizes, since August 5, 2019 with no expiration date, transactions involving the Government of Venezuela that are necessary to: (i) receive and pay charges for overflight services over Venezuela or emergency landings in Venezuela by aircraft registered in the United States or owned, controlled by, or chartered to persons subject to U.S. jurisdiction; and (ii) provide air ambulance and related medical services, including medical evacuation from Venezuela. Does not unblock blocked property and does not authorize transactions otherwise prohibited by the Venezuela Sanctions Regulations (31 CFR part 591).

OFAC mantiene vigente la GL 33, emitida el 5 de agosto de 2019 bajo la E.O. 13884, que autoriza los pagos por sobrevuelos y aterrizajes de emergencia y los servicios de ambulancia aérea y evacuación médica que involucren al Gobierno de Venezuela. La guía de OFAC de junio de 2026 confirmó que sigue en vigor junto con la GL 30B.
Implication
Es la base legal de la conectividad aérea de rutina y de emergencia con Venezuela: sostiene la operación de sobrevuelos comerciales y la evacuación médica sin riesgo sancionatorio. Complementa la apertura portuaria y aeroportuaria (GL 30B) y la cadena de suministro de Conviasa (GL 59); para operadores aéreos y aseguradoras fija el piso operativo sobre el que se reconstruyen las rutas reanudadas.

General License No. 33 — Authorizing Overflight Payments, Emergency Landings, and Air Ambulance Services

(a) Except as provided in paragraph (c), the receipt of, and payment of charges for, services rendered involving the Government of Venezuela in connection with overflights of Venezuela or emergency landings in Venezuela by aircraft registered in the United States or owned or controlled by, or chartered to, persons subject to U.S. jurisdiction are authorized.

(b) Except as provided in paragraph (c), persons subject to U.S. jurisdiction are authorized to engage in all transactions involving the Government of Venezuela necessary to provide air ambulance and related medical services, including medical evacuation from Venezuela.

(c) This general license does not authorize: (1) the unblocking of any property or interests in property blocked pursuant to the Venezuela Sanctions Regulations, 31 CFR part 591 (VSR); or (2) any transactions otherwise prohibited by the VSR, any other part of 31 CFR chapter V, or any executive order, that are not ordinarily incident and necessary to the activities described in paragraphs (a) and (b).
