Scope

Authorizes, through 12:01 a.m. eastern time on October 23, 2026, transactions ordinarily incident and necessary to earthquake-relief efforts following the June 24, 2026 earthquake in Venezuela that would otherwise be prohibited by the Venezuela Sanctions Regulations (31 CFR part 591), including those involving the Government of Venezuela and SDNs sanctioned under the executive orders incorporated into the VSR. Note 1 covers the processing and transfer of funds on behalf of third-country persons in support of relief and lets U.S. financial institutions and money transmitters rely on the originator to establish compliance. Does not unblock blocked property and does not cover ordinary activity (routine remittances, general commerce).

Implication
Abre un carril legal acotado y temporal para que ONG, donantes de la diáspora, organismos multilaterales y la banca estadounidense canalicen ayuda sin riesgo sancionatorio, con dos facilidades operativas clave: fondos de terceros países y confianza en el ordenante. No es una flexibilización estructural de las sanciones: no desbloquea bienes ni cubre remesas o comercio ordinario, y caduca en cuatro meses.

General License No. 60 — Authorizing Transactions Related to Earthquake Relief Efforts in Venezuela

(a) All transactions and activities prohibited by the Venezuela Sanctions Regulations, 31 CFR part 591 (VSR), that are ordinarily incident and necessary to earthquake relief efforts in Venezuela, including transactions involving the Government of Venezuela or any person whose property and interests in property are blocked pursuant to the VSR, are authorized through 12:01 a.m. eastern time, October 23, 2026.

Note 1 to paragraph (a). U.S. financial institutions and U.S. registered money transmitters may process and transfer funds, including on behalf of third-country persons, in support of the relief efforts authorized by paragraph (a), and may rely on the originator of a funds transfer with regard to compliance with this general license, provided that the financial institution does not know or have reason to know that the funds transfer is not in compliance.

(b) This general license does not authorize: (1) the unblocking of any property blocked pursuant to the VSR; (2) any transactions or activities otherwise prohibited by the VSR or any other part of 31 CFR chapter V, or by any executive order, that are not ordinarily incident and necessary to the earthquake relief efforts described in paragraph (a); or (3) any transaction that is otherwise prohibited by law.
