The housing law passed on Friday sets its fines in the Central Bank's highest-valued currency, today the euro at Bs 916.03, and adjusts compensation by that same issuer's indexation. A day later Parliament's presidency removed the deputy proposing to replace that unit of account, citing in writing article 318 of the Constitution. Whoever enters housing development will sign, collect and answer in bolivars, and has just seen that the rule is not up for debate. The framework moves faster than the building: eleven laws passed this session and the main international airport still has no date, while a European carrier has already committed two months of flights from another city. The immediate observable is the Official Gazette that publishes the law: the registry's sixty days run from there.
Of the 36 general licenses the U.S. Treasury's foreign assets control office has issued on Venezuela since 2019, 21 were still in force as of August 22. The two most recent are dated August 21 and cover telecommunications. The rest were amended, superseded by later versions or lapsed when their term expired.
The number measures the scaffolding, not the opening. A general license authorizes a defined activity for anyone meeting its conditions, without case-by-case approval, so the count says how many doors are open with no prior filing. That 21 of 36 survive explains why the same Venezuelan file can be cleared to sell equipment and closed to put capital in: each permit carves out a different perimeter and is amended separately. For anyone structuring a deal, the work is not counting licenses but identifying which one covers their exact activity and what reporting obligations it carries, because a later amendment can shrink that perimeter without touching the others.

The National Assembly's presidency removed Antonio Ecarri on Saturday, August 22 from the chair of the Parliamentary Friendship Group with the United States and opened an inquiry over his dollarization proposal.
Jorge Rodriguez, speaker of the legislature, announced the removal in a statement invoking article 133 of the internal rules and article 318 of the Constitution, which reserves monetary powers exclusively and mandatorily to the Central Bank and declares the bolivar the Republic's currency. The board opened an inquiry. The day before, the Assembly had called false the hiring of Steve Hanke as an adviser to Parliament; Ecarri stood by his proposal and specified that the economist advises him personally.

TAP Air Portugal will fly Lisbon to Valencia twice weekly through October 25, with a technical stop in Guadeloupe. The schedule became known on Monday.
The Portuguese carrier moved its Venezuelan commercial operations to Arturo Michelena airport in Valencia after June's double earthquake damaged the infrastructure and one of the runways at Maiquetia, the international airport serving Caracas. The route will stop in Guadeloupe for crew rotation and fuel. That same day, the institute running Maiquetia and the transport ministry ran a drill in the temporary terminals, with two hundred staff and two airlines, announcing no commercial opening date.
