OFAC pushes the PdVSA 2020 bond authorization to September 17
On August 3 OFAC issued General License 5Y, replacing 5X in its entirety one day before it was due to take effect: the authorization covering the PdVSA 2020 8.5% bond moves from August 4 to September 17, 2026 — the third consecutive issuance with a six-week window. Until that date no authorization is in effect against subsection 1(a)(iii) of E.O. 13835. July's movement was operational rather than substantive: FAQ 1239 introduced a mandatory pre-clearance step for deposits into the Treasury custody account, binding on seven licenses in force. The program closes the period with 19 general licenses in force.
