OFAC widens what can be traded with Venezuela, not who controls CITGO
Between September 2 and October 5 OFAC rewrote eight Venezuela general licenses in four actions. Two widened the subject matter without touching the conditions: on September 2, GLs 51D, 54C and 55A extended the gold-and-minerals regime to coal and named Carbones del Zulia (Carbozulia) alongside Minerven; on the 28th, GLs 46E, 48D and 49B added methanol to the petrochemical products annex. GL 52C of September 14 changed who may sign: it authorizes individuals blocked under the VSR to execute the covered contracts, solely in their official capacity within PdVSA, and expressly excludes any transaction that alters the governance of PDV Holding, CITGO Holding or CITGO Petroleum. GL 5Z of the 16th moved the PdVSA 2020 bond date to November 5. On October 5 OFAC removed three persons designated under the Venezuela program from the SDN List. The program closes the period with 21 operative general licenses.
