Bare's $7 billion is a whole-project figure that includes operating spending; the one that sets the timetable is different. Through 2028, GeoPark plans to put in $40 million to $80 million a year while the field goes from 11,000 to just over 30,000 barrels a day, what its facilities can handle. The jump toward 90,000 depends on drilling later and on what the company does not control: PDVSA's diluent and transport, and rigs that, according to Hunt Oil, several operators could end up competing for. For anyone selling services in the Orinoco Belt, demand over the next three years is for well workovers; drilling comes later. The first test is the contract's effective date, whose maximum 120-day window runs out around the turn of the year.
Crude exports from Middle East producers in September, the highest level since the US-Israeli war on Iran began in late February.
On Tuesday the figure weighed on price: Brent fell 2.6% at settlement, and is still on course for a gain of about 13% in September. Investors read it as a sign that part of the supply the war took off the market is returning. The Venezuelan barrel trades at a discount to that benchmark, so the calculated Merey band fell with it. On Sunday, October 4, the OPEC+ monitoring committee, of which Venezuela is a member, meets with Middle East producers exporting at their fastest pace since February.
GeoPark said in Caracas this week that Bare will go from 11,000 to some 90,000 barrels a day by 2038, under a plan that steps up spending from 2029.
Felipe Bayón, GeoPark's chief executive, told the Caracas oil summit that the Bare block, in the Orinoco Belt, will go from 11,000 to some 90,000 barrels a day by 2038, with up to 1,100 wells reactivated and some 80 new horizontal wells. In an interview on Monday the 28th he gave the pace: $40 million to $80 million a year through 2028 and $120 million to $140 million in 2029 and 2030. The $7 billion total, which he had put at $6.8 billion on September 8, adds up capital and operating spending.

Delcy Rodríguez asked the National Assembly, in a September 28 letter read out on Tuesday the 29th, for a partial reform of the Law Against Hatred to decriminalize its offenses.
The acting president asked in a letter dated September 28, "as a matter of urgency," for a partial reform of the Constitutional Law Against Hatred, issued in 2017 by the National Constituent Assembly, to decriminalize its offenses and correct deviations in how it has been applied. On Tuesday she said the law "was badly applied." The National Assembly set up a special committee of eleven deputies, chaired by its first vice president, Pedro Infante, with three from the opposition, set no deadline, and sent the letter to the Supreme Court.

That Chamber belongs to the court whose renewal began the same Tuesday. The letter names the criminal offenses; the sanctions on companies sit in another article and are administrative.
Journalists, activists and political figures exposed to the offense of inciting hatred, now punished with ten to twenty years in prison: it is one of the offenses the letter proposes to decriminalize.
Media outlets and platforms, as long as the draft does not reach Article 22: license revocation, fines and blocking websites when a message is not removed within six hours fall outside the letter's wording.

indicators we issued in earlier editionsOn September 28 we set a watch on whether the National Assembly would appoint the eleven-deputy Preliminary Commission and publish the timetable, as the dialogue table agreed on Friday the 25th.
It did so on Tuesday the 29th, unanimously. Giuseppe Alessandrello chairs it, and eight of its eleven members are PSUV deputies, according to the Assembly's official directory. Its role does not end with the call for nominations. The commission receives the candidates put forward by civil society and decides which go to the plenary. The plenary approves them by a two-thirds vote, and the PSUV on its own holds more than two thirds of the seats. Afterwards, the eleven deputies stay on as members of the 23-member committee that shortlists candidates for Supreme Court justice; that committee lasts two years. The reform sets no date to choose the new Supreme Court: the dates will come from the timetable, which the commission is due to present after it is installed this Wednesday.
