What Venezuela signed in Houston this week then rests on two things the signature does not settle: equipment to drill with and a court to claim before. Both moved these days and neither closed. SLB put a number on the first — 15 of its rigs idle, 2 in operation when July ended — and the body that produces the top court’s judges went back to the starting point. The difference is in how each one gets checked: the Baker Hughes count comes out on its own, every month, waiting for nobody’s signature; the appointment of the 12 civil-society representatives has no date. It fulfils one of the commitments the delegations of the ruling party and the 2015-elected Assembly agreed on August 12, closing the dialogue's first cycle: renewing that body, replacing the 32 justices through a new nomination route and creating a council to review credentials. The same communiqué committed to recovering Venezuelan gold held at the Bank of England. No member has been appointed.

A nominations committee does not appoint justices: it decides who may be nominated, and with that it sets the range of possible outcomes before any vote. Civil society holding more seats than the parliamentary bloc is not a concession: 18 organisations following the process hold that the previous body was dominated by legislators contrary to what the Constitution requires. Those organisations are also asking for public evaluation criteria and access to candidates' files. None of that is agreed.

On August 19 the land-transport institute announced the requirements delivery firms, digital platforms and their riders will have to meet. No administrative order or gazette was cited.

The National Land Transport Institute, Venezuela's road-transport regulator, set out on August 19 at a road-safety technical commission the requirements applying to delivery firms, digital platform owners and affiliated riders: registration in the institute's National Registry, authorisation from the Transport Ministry under article 133 of the Land Transport Law, a regulated driving school issuing a commercial aptitude certificate, active civil-liability and medical insurance, and technical inspections to renew the annual permit.

The package shifts onto the company what until now fell on the rider. A platform that operated as an intermediary between merchant and self-supplied rider now needs a driving school, active policies and a permit renewed annually against technical inspection. That turns a variable per-delivery cost into fixed structural cost, and fixed cost favours the operator with volume. SLB is preparing to reactivate as many as 15 rigs in Venezuela, which had 2 active onshore units at the end of July. As many as 4 could return before the end of 2026.

William Antonio, SLB's president for Mexico, Central America and Venezuela, told an industry conference in Houston that the 15 rigs the company holds in the country could all be working within a year, and as many as 4 before the end of 2026, depending on the contracts it secures with producers. Venezuela closed July with 2 active onshore rigs, according to the Baker Hughes count. Separately, the fund Formentera Partners is negotiating equipment imports with international service companies.

A participation contract awards a field; it does not drill a well. With 2 active rigs and output near 1.2 million barrels a day, the country holds volume through existing wells, not new drilling, and that base declines on its own. The 15 idle units are the real bottleneck for any growth target, and reactivating them depends on a producer signing first: the service company does not repair equipment against an expectation.
