Ten news portals reopened the same day through a technical order to operators, with no act on the regulator's site recording it. Across the way, the U.S. sanctions office publishes the signed document, with the hour stamped and the paragraph stating what it supersedes. For anyone putting capital into decades-long assets, that asymmetry of record decides more than the size of the announcement.

The document was signed at the G20 energy ministerial in Houston. The company states the deal will catalyze up to one billion dollars in investment.

Conatel, the commission regulating telecommunications, announced on September 16 that providers received the technical order to re-enable access to several news portals, in compliance with instructions from the Presidency. The Office of Foreign Assets Control issued general license 5Z, replacing 5Y in its entirety a day before that one was due to take effect. The new date is November 5.
License 5Z carries the digital signature of the office's director, Bradley T. Smith, dated September 16 at 08:27 Eastern time. It authorizes, on or after November 5, 2026, transactions in the Petróleos de Venezuela 2020 8.5% bond prohibited by executive order 13835. Its paragraph (c) replaces and supersedes license 5Y, dated August 3, whose authorization was due to run from September 17. It is the seventh issuance in the series since December 2025.

Each issuance in the series pushes forward the date on which that bar would give way, and none of the seven has been reached: the signature always lands the day before. The window 5Z opens, fifty days, is the longest in the series, which had been running between forty-five and forty-seven; the office published no reason, so none is attributed to it.
Whoever controls the structure today: while the date moves, the collateral is untouched and Citgo Holding stays whole.
Holders of the 2020 bond, seven relays in without being able to execute the guarantee, and anyone who priced that paper counting on an access date.

A cargo of about fifteen thousand tons produced by state-owned Venalum was scheduled to sail for the United States this Friday, according to people with knowledge of the matter, unidentified and with no confirmation from the company or the ministry. It would be worth close to fifty million dollars. That is the measure: Venalum was designed for four hundred thirty thousand tons a year, and this shipment, the first significant one to the United States in years, fits twenty-eight times into that capacity. The market reopens before the factory does.
Next week brings two checks with a date and one without. On Wednesday, the U.S. energy agency's weekly series will say whether Venezuelan crude holds the pace it closed the week to September 11 with, and on Friday the issuing institute publishes the reserves cut, which has just given up some one hundred sixty million dollars in four days. The one with no calendar is El Callao's, and it resolves the day the company releases something measurable. The blocked-domain registry, by contrast, has public verification every morning.
