Since the 2019 sanctions, Venezuela has placed its crude through intermediaries because end buyers could not or would not take the risk. Phillips 66 returning after seven years, Reliance buying directly, and Valero and Tipco Asphalt lining up measure that risk better than any announcement: a refinery retunes its plant, buys insurance and opens correspondent banking lines before it signs, and none of that unwinds in a quarter. The limit has a date. On July 28 the deadline expires for adapting 26 joint ventures and 13 participation contracts to January's reform, and per-project fiscal terms remain unpublished. Without those rules, direct sales stay at individual cargoes and never become supply contracts.
Brent closed July 21 at US$91.56, up from the US$71.15 that opened the month. Applying the Merey discount band — 8 to 14 dollars — Venezuela's barrel moves from US$57-63 in early July to US$78-84 today.
The Merey range is a calculation off Brent, not a quoted price: the real discount varies by cargo, destination and freight. Even so, the size of the move is the story. On exports of 1.2 million barrels a day, twenty-one dollars more per barrel changes the order of magnitude of monthly cash. What would push it down is the supply normalization that lifted prices; what would sustain it is a discount that stays compressed — and that depends on who buys: the discount narrowed from its sanctions-era level precisely because the pool of licensed buyers widened.

Reliance Industries has bought directly since May; Valero and Tipco Asphalt still had no assigned window as of the July 21 cut.

Vitol and Trafigura, which opened Caracas offices this month to fight for that flow and now watch the end buyer bypass them. Their margin lives on the discount the direct model removes.
