Venezuela country risk August 2026: the file runs on two clocks and only one tells verifiable time

The Venezuelan file operates on two clocks: an external one producing verifiable acts at a reliable cadence, and an internal one whose statements have no associated indicator. Reconstruction is the best available proxy for state execution capacity.

The Venezuelan file operates on two simultaneous calendars of different natures, and a good share of the misreadings of the country come from treating them as one. The first is external: Washington issues administrative acts at a verifiable cadence — twenty-one operative general licenses, a package amended on June 10, a collateral extension on August 3 and two telecommunications licenses on the 21st. Each is a completed fact, with a date, a text and a delimited scope. The second is internal: the caretaker term expired on July 3 without an electoral call, and the available statement from the acting president is that Venezuela will hold elections "when the country is ready," conditional on political and social conditions that are not enumerated and with no announced date.
