Scope

Authorizes, on or after August 4, 2026, transactions related to, the provision of financing for, and other dealings in the PdVSA 2020 8.5% Bond that would otherwise be prohibited by section 1(a)(iii) of E.O. 13835. Supersedes GL 5W, moving the effective date from June 19 to August 4, 2026; until then, execution against the CITGO Holding share collateral remains prohibited absent a specific license. OFAC reiterates a favorable licensing policy toward a bond restructuring agreement.

OFAC emitió la GL 5X el 18 de junio de 2026, un día antes de que venciera la GL 5W, y movió la fecha de entrada en vigor de la autorización del bono PdVSA 2020 8,5% del 19 de junio al 4 de agosto de 2026. Entre el 24-oct-2019 y el 4-ago-2026 no hay autorización vigente: la venta o transferencia de las acciones de CITGO ligadas al bono permanece prohibida salvo licencia específica.
Implication
Es la segunda micro-prórroga consecutiva de ~46 días (la 5W fue de 45): el ciclo corto deja de ser excepción y se vuelve el patrón. El Tesoro sincroniza el reloj regulatorio con el calendario del Tercer Circuito y con la licencia específica que necesita el cierre de la venta de CITGO (PDV Holding) a Amber Energy (Elliott). General License No. 5X — Authorizing Certain Transactions Related to the Petróleos de Venezuela, S.A. 2020 8.5 Percent Bond on or After August 4, 2026

(a) On or after August 4, 2026, all transactions related to, the provision of financing for, and other dealings in the Petróleos de Venezuela, S.A. (PdVSA) 2020 8.5 percent bond that would be prohibited by subsection 1(a)(iii) of Executive Order 13835 of May 21, 2018, as incorporated into the Venezuela Sanctions Regulations, 31 CFR part 591 (VSR), are authorized.

(b) This general license does not authorize any transactions otherwise prohibited by the VSR or any other part of 31 CFR chapter V.

(c) General License No. 5X supersedes General License No. 5W, dated May 4, 2026.
