The U.S. ends its military mission in Venezuela: what it takes away and what remains to be financed

The United States withdrew its roughly 2,000 personnel and closed the emergency phase. It does not hand over a solved problem: it passes the costliest part — reconstruction — to a civilian channel and to financing that does not yet exist.

The end of the U.S. military mission in Venezuela will read as a withdrawal. It is the opposite of the point: support is not leaving; what is being handed over is the part of the problem the country is least equipped to solve. The surge force — about 2,000 personnel, ships and airlifts — did the urgent work in four weeks; what remains is the slow and the costly.

One figure sets the scale: the operation removed 83,700 of the 2,106,000 tons of debris the double quake left, about 4%. The emergency was the small part. The rest — plus housing and services — now passes to the State Department and to financing that does not yet exist.

Authorizes negotiating and entering into contingent contracts for new investment in Venezuela’s coal or minerals sectors —including gold— provided that performance is expressly contingent upon separate authorization from OFAC. As of September 2, 2026, coal enters the same perimeter that already covered gold. It is the first amendment to GL 55 since March 2026. Supersedes GL 55.
