La Guaira is in recovery, not reconstruction: what is missing before building starts

The port is operating and the state is repairing homes, but construction has not begun. The emergency decree was issued through a route that sets no time limit and requires no compensation.

A month after the 24 June double earthquake, what is advancing on Venezuela's central coast is recovery, not reconstruction: debris removal, structural triage and repair of damaged homes. New construction has not started, for two distinct reasons worth keeping apart. The first is cash: the announced money is pledged, not disbursed. The second is legal, and almost no one is looking at it: the emergency decree was issued through a route that sets no time limit, requires no compensation and bypasses the National Assembly.

The fact · The coast is in recovery. The port of La Guaira became operational on 29 June — for aid, not commercial cargo — and the Venezuela Renace plan is repairing 9,055 damaged homes nationally, 2,926 of them in La Guaira. None of that is new construction.

Authorizes, through 12:01 a.m. eastern time on October 23, 2026, transactions ordinarily incident and necessary to earthquake-relief efforts following the June 24, 2026 earthquake in Venezuela that would otherwise be prohibited by the Venezuela Sanctions Regulations (31 CFR part 591), including those involving the Government of Venezuela and SDNs sanctioned under the executive orders incorporated into the VSR. Note 1 covers the processing and transfer of funds on behalf of third-country persons in support of relief and lets U.S. financial institutions and money transmitters rely on the originator to establish compliance.
