The deal divides up the Supreme Court and claims the London gold. On electoral power it says nothing

The text signed on August 12 commits to two things: recovering the 31 tonnes of gold held at the Bank of England, and reappointing all 32 justices of the Supreme Court. Abroad, the talk is of competitive elections before December. On the page, electoral power never appears.

On August 12 the government and the 2015 National Assembly signed their first agreement in Caracas. That same day, the international financial press was arguing that the coming rounds could bring, before December, the reforms needed to run competitive elections.

The signed agreement commits to two other things: recovering 31 tonnes of gold held in London, and reappointing all 32 justices of the Supreme Court. The word electoral appears once, in the name of a technical table. In the agreements, never.
