Abril cerró el marco regulatorio del upstream. Chevron, el operador de mayor escala bajo licencia, reveló en su llamada de resultados Q1 (1 may) que Venezuela aporta 1–2% del cash flow operativo y que la cuenta por cobrar de ~$1,500 millones se paga en 2027. La GL 5W del 4 de mayo extendió la protección del bono PDVSA 2020 hasta el 19 de junio: 45 días, la extensión más corta de la serie, señal de que Treasury está coordinando con el proceso judicial Citgo en Delaware.
El intercambio de activos Chevron-PDVSA del 13 de abril consolida la posición de Chevron en la Faja: 49% en Petroindependencia (máximo legal para socio privado) más derechos de Petropiar sobre el bloque adyacente Ayacucho 8. A cambio, PDVSA absorbe los intereses offshore de Chevron en Plataforma Deltana (Loran/Macuira). La narrativa pública habla de 360,000 bpd para finales de 2027 con 386 pozos nuevos. La narrativa interna de la llamada de resultados es más fría: Wirth dijo explícitamente que necesitan "further progress before we would put more capital to work" (más avances antes de desplegar más capital), citando impuestos, regalías y resolución de disputas como las tres incógnitas pendientes.

A 1983 Supreme Court test allowed the oil company to be treated as the Republic itself: the creditor need only prove control, not fraud. The order was entered on November 29; closing still awaits a license that has not been issued and two unresolved appeals.
GL 46C — Trade in Venezuelan-Origin Oil and Petrochemical Products
Authorizes an established U.S. entity to lift, export, sell, store, transport and refine Venezuelan-origin oil —and to import Venezuelan-origin petrochemical products into the U.S.— in transactions involving the Government of Venezuela and PdVSA, subject to U.S./allied law and forum and Treasury payment routing. Supersedes GL 46B.
