Venezuela power November 2026: the grid gets repaired at the pace the state pays
IMPSA started work at Macagua and Tocoma on more than $300 million the acting president attributes to the state; GE Vernova is still holding off on work until it gets a first payment from the same payer. November is the final month of the 1,300 MW plan, with Planta Centro 6's synchronization still unannounced as of November 1 and the domestic index at 29 out of 100, its first reading in the unfavorable band.
On September 30, the Electricity Ministry and Corpoelec put a number on the fleet's recovery: 1,300 megawatts. The next day the ministry attached a deadline, "before December," and the acting president repeated it on October 8, although Corpoelec's note on that speech also says "before the year ends." Six hundred would come from unit 6 at Planta Centro, in Carabobo; more than five hundred from seven units in Zulia; the rest from other reactivated units. It is a number that can be audited unit by unit, and November is the month of the audit.
What has been announced as synchronized adds up to 300. Between October 5 and 6, the government announced the synchronization of Termozulia units TZ5 and TZ7, 150 megawatts each; Corpoelec synchronized TZ7 "together with the private company," according to the sector vice president for Public Works, who did not name it. Since October 16 it has been reported, without confirmation from Corpoelec, that TZ7 went out of service on the 12th; engineer José Aguilar, a generation specialist, estimated its return could take more than six months. On the Corpoelec and ministry websites, the latest note on Termozulia dates from October 7.

In September traders were asking for a discount to cover freight; in October PDVSA did not grant it, and it was volume that gave way.
Venezuela country risk November 2026: the investor’s license is Washington’s lever
Marco Rubio said on October 26 that general licenses are the incentive keeping the process moving and that there are no irreversible concessions: the same authorization that underpins a contract is the lever on the calendar. November tests it with the court’s scoring scale on the 5th and 6th, the close of nominations on the 11th and the fourth round from the 11th to the 15th. The election still has no day, and the VE-RISK of 47 measures none of this.
Venezuela's oil on the campaign trail: what is real and legal in Trump's "gift"
Seven days before the midterms, Trump showed off a NABEP tanker of Venezuelan crude in Corpus Christi, called it a gift and the spoils of war, and floated a 51st state. The EIA, the law and the polls answer.
GL 60A — Earthquake Relief Efforts (through April 21, 2027)
Authorizes, through 12:01 a.m. eastern daylight time on April 21, 2027, all transactions related to earthquake relief efforts in Venezuela that would otherwise be prohibited by the Venezuela Sanctions Regulations (31 CFR part 591). Note 1 covers the processing and transfer of funds on behalf of third-country persons and lets U.S. financial institutions and registered money transmitters rely on the originator. It does not unblock blocked property or authorize what other executive orders prohibit. Supersedes GL 60, whose text it repeats except for the expiration date.
