Scope
Authorizes transactions "ordinarily incident and necessary" to the operation or use of ports and airports in Venezuela. Replaces GL 30A (February 2021) and removes the prior prohibition on the exportation or re-exportation of diluents to Venezuela.

- OFAC publicó GL 30B el 10 de febrero de 2026, reemplazando la GL 30A vigente desde febrero de 2021. La modificación principal habilita el flujo de diluyentes hacia Venezuela, requisito técnico crítico para mezclar el crudo extrapesado del Orinoco hasta especificación exportable (Merey 16).

- Restablece la cadena logística completa de exportación. Vitol, Trafigura y los traders ya operando bajo GL 46B pueden ahora contratar nafta, gasolina natural y condensados importados como diluyentes sin licencia específica, reduciendo el costo de lifting unitario. General License No. 30B — Authorizing Certain Transactions Necessary to Port and Airport Operations
(a) Except as provided in paragraph (c), all transactions and activities involving the Government of Venezuela prohibited by E.O. 13884 that are ordinarily incident and necessary to operations or use of ports and airports in Venezuela are authorized.
(b) Except as provided in paragraph (c), all transactions prohibited by E.O. 13850 (as amended by E.O. 13857) involving the Instituto Nacional de los Espacios Acuaticos (INEA), or any entity in which INEA owns a 50 percent or greater interest, that are ordinarily incident and necessary to operations or use of ports and airports in Venezuela are authorized.
(c) This general license does not authorize any transactions otherwise prohibited by the VSR or any other part of 31 CFR chapter V, or with any blocked person other than INEA (or INEA Entities), or any Government of Venezuela person blocked solely pursuant to E.O. 13884, unless separately authorized.
(d) Effective February 10, 2026, General License No. 30A (February 2, 2021) is replaced and superseded in its entirety by this General License No. 30B.
