Banking post-GL 57: regulated stablecoin custody determines when institutional capital enters

VE-FIN · UNDER OBSERVATION. On April 14, General License 57 opened Venezuela's state banking system to U.S. financial services for the first time in seven years. On April 15, Binance reintegrated three public banks into its P2P platform. OFAC FAQ 1248 clarified that processing financial institutions bear no additional reporting obligations. The legal layer to operate a stablecoin-native financial system is now complete. What does not yet exist is the layer that converts integration into access for institutional capital: a regulated USDT custody mechanism housed in an authorized bank. That piece determines whether institutional capital enters in H2 2026 or Venezuela remains a digital retail market for longer.
